5.8% EPF for last year!

The government has declared 5.8% for Employees Provident Fund (EPF) for last year. Everyone of Malaysian needs to contribute at least 11% of their current salary into their EPF account, whereas the employers need to cover another 12% of it.
Below are the summary of the EPF rates for the passed few years:
2001：5.00%
2002：4.25%
2003：4.50%
2004：4.75%
2005：5.00%
2006：5.15%
2007：5.80%
Apparently, the last year’s pay out is the highest among this few years! But my employer didn pay the EPF for us! This is so sick!!
